TOOLS FOR THE PEDAGOGIC MONITORING

La mise en euvre d'une pédagogie par objectifs caractérise les projets développés dans le cadre de l'initiative NOAH. Il s'agit de décliner les intentions de départ en buts (objectifs généraux), eux-mêmes décomposés en objectifs intermédiaires en lien avec les priorités de la coopération transnationale (en partie imposées par le contexte et/ou le sprescriptions de l'appel à projet). C'est à l'intérieur de ces objectifs intermédiaires ou opérationnels que l'on distingue desobjectifs mesurables, dont l'évaluation suppose que soient désignés les résultats attendus, mais qui, par ailleurs, vont produire des effets ultérieurs (impacts dans le jargon de l'UE) qu'il faudra jauger grâce à des indicateurs.

The implementation of a pedagogy by objectives characterizes the projects developed within the framework of the NOAH initiative. It is a question of breaking down the initial intentions (our ambition) into goals (general objectives), themselves broken down into intermediate objectives (aims) linked to the priorities of transnational cooperation (partly imposed by the context and/or the requirements of the call for project). It is within these intermediate objectives that we distinguish measurable objectives, the evaluation of which assumes that the expected results (targets) are designated, but which, moreover, will produce subsequent effects (impacts in the jargon of the EU) we need some indicators to evaluate.

 Du fait de l'application de cette PPO une grille de défintion des objectifs a été utilisée, laquelle aidait à formaliser un organigramme des tâches (ODT) aidant à la répartition et à la planification  / the NOAH logical framework / sample of the E+A project made in 2017 and the grid of relevance (an help for the implementation of the work breakdown structure we thought necessary for the project's mlanagement)

Cette grille n'est pas seulement utilisée pour servir de base à la définition préalable de la coopération, mais elle sert à contrôler a posteriori la congruence (certains parlent d'avaluer la "pertinence" des réalisations) entre les buts poursuivis et les activités produites. Elle joue un grand rôle pour garantir le Contrôle Qualité et permet de déceler les éventuels écarts par rapport au plan initial et donc aux engagements de la candidature, qu'il s'agisse de repérer des modifications mineures ou non, que celles-ci aient été introduites sciemment ou pas.

This grid is not only used to serve as a basis for the prior definition of cooperation, but it is used to control a posteriori the congruence (some speak of evaluating the "relevance" of the achievements) between the goals pursued and the activities produced.  It plays a major role in guaranteeing Quality Control and makes it possible to detect any deviations from the initial plan and therefore from the commitments of the application, whether it is a question of identifying minor modifications or not, whether these have been knowingly or unknowingly introduced.
